This was instruction to a lawyer who had in his mind to tempt Christ based upon what Christ had said starting Luke 9:57.

3 questions 1) What did Jesus say about loving our neighbor? 2) Is an alien a neighbor? 3) What is loving response to an alien who is your neighbor?

Answer what instruction did Christ give about keeping civil law? Loving that alien and/or your neighbor fits within the latter 5 of the 10 Commandments. I have not seen these that demand the ignoring of one law putting up a stand to protect that requirement of Christ.

Oh why it is certainly a loving response to a neighbor to help him continue to perpetuate a crime.
