Great thing about the different gadgets these departments buy, add up the money paid and the vendor is making some good change (even if eventually the devices are not used in the field).
A few years ago there was some connected contractor who got some gadgets into schools that "could detect" drugs in a student's locker. Junk science but someone made some money (I don't have the recall to find the article in the Houston Press archives).
