It seems to me that the package should be contained in something where tests could be run on chemical contents after it is exploded.

Come'on. 24 clearly demonstrated this by showing how to isolate a canister of deadly Simtox. They have an explosion proof bubble thingee in the back of a hazmat truck that they put it in that contains the gas.
