President Bush can please SOME of the people ALL of the time
and ALL of the people some of the time
but he CAN'T please ALL of the people ALL of the time.
No matter what action you take or do not take, a section of people will be unhappy about it and will voice their opposition. This in and of itself is not a reason to take action or not to take action.
