If there aren't, perhaps the UAE, after the purchase is completed, will simply refuse to sell to the United States, which it is entirely within its rights to do.

Because it makes money is one reason. The other is obecause Doncaster's makes some pretty good areonautical components and Dubai is transforming (or has transformed) itself into a major air hub with a thriving aviation industry. Doncaster's also make components for defense projects and given that Dubai sits in the middle of the most Jihadist region on the planet, and counts a good number of jihadists/islamofascists within its own citizens it has a strong national interest in ensuring it's own defence capabilites are A1.
