I always like to point out the amazing coincidence of how Osama bin Laden left Sudan nearly broke and that Saddam Hussein was also nearly broke at the same time.

Then a couple years later with the Oil For Food program, both suddenly found themselves flush with cash.

Saddam had the oil and the corruptible United Nations running the Oil For Food program. Osama bin Laden had the financial network and supporters who could translate Saddam's vested interest in the oil for food program into money for both of them.

After reading quite a few of the audio transcript translations, the following also appeared to have happened. For the first few years after the Gulf War 1, Saddam's regime was working hard to get the UN sanctions lifted. Around 1995 they became to believe that their was no way they could get the sanctions lifted. They then began to plan military offensives which led up to their move on Arbil in 1996. So 1995 seems to be when Saddam's regime basically gave up on trying to get the sanctions lifted. It would be interested to cross reference as to when that terrorist training plane within Iraq was setup.
