I bet you are on target. Context can make ALL the difference.
Remember Nixon saying not to cover-up, to publicly admit any mistakes (paraphrase). The MSM had no trouble interpreting that as phony. But Saddam Hussein, we have to believe.
Or, remember this media chestnut on Clinton?
"80% of the American people are opposed to impeachment."
The polling results looked something like this:
20% he should resign
20% said he should be censured
20% said he should be impeached
20% said he should leave office without his pension
20% said he should not be punished.
In other words, 80% wanted punishment, but reporting made it sound like 80% did not want punishment, the exact opposite! The MSM's willingness and power to mislead (and lie) is amazing.
