Oh I agree, Bush has been talking about SS for a long time. And I agree he has been trying to get Congress to cooperate.
However, when you propose new entitlement programs and increase existing social welfare programs at a galactic sized level, and when you make aid to Africa your first theme in a State of the Union Address, it just gives ammo to Congress to ignore you.
If Bush were serious and if this were a top priority, Bush would not be expanding the government's size and spending the way he has.
He claims it is a priority, but then Bush has stated hundreds of priorities. His problem is he does not prioritize his priorities. Nor does his cabinet. I remember ten days before 911, Colin Powell stated that addressing HIV in Africa is our top priority--too bad national security was not our top priority 10 days before 911. Anyway, words mean nothing unless it is a true top priority and that your other actions (like spending) show you are serious across the board and give Congress some direction and focus.

Boy, here's where I miss Ronnie Reagan.<>P He would have shoved the question right back down Cameron's throat. - along with stifling Feingold, etc.<>P In a time of war, such partisan battles are disgusting, and I'm unhappy that the President chose the "open discussion" route when the assertions are ridiculously preposterous. How about asserting that he has the RIGHT and the OBLIGATION to conduct such programs? How about standing up and fighting for what he's done? It IS defensible, Mr. President, it's just that you and the White House Communications group haven't gotten a clue on how to do it.I don't know what press conference you saw, but I saw the President do just as you said you wanted him to do. He pointed out that the surveillance of terrorists is his obligation and that the Democrats should be honest with the American people that they want to do away with using the necessary tools to defend our nation. He did a fine job of it too. :=)

Agreed, but the POTUS has the bully pulpit and means to get Congress focused.
Here is just one small example: The State of the Union Address is nationally televised. President Bush could have made this his very first demand in a firm tone for all the nation to hear. POTUS has the power to get Congress focused.
Instead, Bush made aid to Africa his very first statement at one SOTU. That clearly shows a lack of focus and proper priotities.
