I agree with adding that item, I don't agree with the priority.
Legal immigration quotas are meaningless when you can't control the border. Upwards of 1500 illegals per night, each and every night of the year, are crossing the Arizona/Mexico border and getting caught.
Three times that number (4500) make it across undetected, according to the BP.
Until we seal the border, no change in quotas will have any effect whatsoever; especially when so much money is involved on the Mexican side in moving the human cargo north.
The priority is political more than it is operational. It removes the employers' claim that there would be a severe labor shortage were these people deported. It also creates more energy within the immigrant community to see that illegals are deported.
