What you say is not wrong. However, the cab drivers, alone, could save themselves large amounts of cost and hard work repairing their vehicles slammed by the terrible roads, and everyone else would benefit by having a bus service again. The problem is apathy and an inability to organize.
I had meant to describe a situation like the one with the cab drivers, but I felt my post was already too long. If some private individual or group faces a disproportionate benefit from providing a public good, it is possible for it to be provided by that private individual or group.
As for apathy and inability to organize, it's easy for us to talk about living in a country with a high standard of living, the rule of law, and respect for individual rights. It's a lot harder to get motivated and organized when you're hungry, miserable, and not sure if your gumption will land you in jail.
