but the plan will probably not work. I say that because we are constantly having to update our currency because of counterfeiting. The same would apply with any electronic system. That systems would be beaten quickly. I prefer existing law be enforced, instead of new untried law which in more cases than not will do nothing to end the problem. This appears to be another feel good measure with more window dresssing while nothing is done about the problem. IMHO

I prefer existing law be enforced The reason existing law is not enforced, is because it's broken and unenforceable.
Now, we can continue on or change. While no system is 100% secure, and electronic system is far more secure then a paper and pencil system.
