When one buys stock in a company one hopes it is an investment, but it is also a gamble.

You're conflating two separate things.

First, I've been making a distinction between "investing" and "spending". Though both involve outlays of funds, the two are quite different animals -- both in concept and in detail. One is capitalized, the other expensed.

Secondly, there is an element of risk (i.e., "gamble") in all investments. The risk is, of course, related to the reward.

There is no reward (aside from political gratification), associated with mindless spending.
