Unfortunately, the best candidate frequentely doesn't win in the primaries or the Democrats would have had Liebermen not Kerry and we would not have had Dole in 1984, for two examples.

Changes have been enacted since then.
I "think" I'm right about this: CA, MI, PA, all permit crossover voting. If I'm right, that means McCain and Guiliani will do very well in all the primaries in the crossover states.
