I believe it was the U.N. and International Civil Rights organizations which led the U.S. to bomb Serbs in the name of lies. UN did not approve this operation as NATO and Muslim countries could not override Russia and China veto.
But Bob Dole, and National Review, and NYT, and BBC were all for it.
