Frist's bill looks good, but it clearly needs far more provision for the 700 miles of fence as contained in the House bill.

I guess everyone chose not to read the second paragraph in which Frist says that he will allow Specter to substitute the committee bill.

In addition to introducing the bill, Senator Frist introduced a cloture motion ... cloture vote would be held on Tuesday, March 28. Just to clarify, the cloture motion and cloture vote is NOT on the bill itself, but rather is on a motion to pick up the bill for consideration.
Invoking cloture on a motion to proceed to consideration is not common, but is not unusual. See http://www.freerepublic.com/focus/f-news/1569317/posts?page=423#423 for a short list.
A motion was entered to close further debate on the motion to proceed to consideration of S. 2454 and, in accordance with the provisions of rule XXII of the Standing Rules of the Senate, a vote on cloture will occur on Tuesday, March 28, 2006. Daily Digest for March 16, 2006
