I don't think he worried what history might do to his legacy - he's one of the few that will do what he thinks is right no matter what idiots might think. Only a fool would have thought that Iraq didn't have WMDs and ties to the major terror organizations of the world. Sometimes glomming the overall picture gives you overwhelming proof of a situation, even if you can't get "legally binding" proof. The Dims want to use a court-like system (you know, like the system that let O.J. go) and the Prez wants to protect us and is willing to put his reputation on the line to close the loopholes.
