"The government always caves; what choice does it have?"

If this is true, then why not avoid all the injuries and costs associated with dealing with an ever-escalating situation and surrender immedietly?

Have there been strikes like this in the past where the government "won"?

The government has never won a general strike.

There have been localized and limited strikes that petered out. But once a strike goes national and has the support of the people, of course the government cannot win.

Whenever labor legislation is passed, it's always a test: will the people stand for it? A little at a time, incrementalism, might work.
