why not tell Iceland that they most cooperate with us to fill the logisitcal and support positions in the ranks at that base, we would keep the pilots, equipment, ship personnel - and reduce our numbers accordingly?

Let's keep this simple. Iceland, if you want a guarantee of protection, keep the airfield, barracks, and support equipment in tip top shape, and we will be there in 8 hours if there is any problem that requires us.
Until then, let's just exchange post cards (just make yours include pictures of your really hot native women). Deal?

Iceland is a strategically important location with a population of one quarter of a million people. Not much money available to pay for anything.
