I'm suggesting that Iran is a bit more devious and far more clever than that ... Arabs enjoy playing games, cheating openly, and love victory by duplicity.

Iran is Persian. But Arabs still love victory by duplicity. The Arabs are simply following the lead of the Persians. And, why not? Persia had a great culture before Greece was born.
