They continue to go to the west to learn the tools of civilization.
If they employ the technical wonders of the west.
(As an honest muzzie once said, "we can use cell phones made in the west, but utterly unable to make even the tiniest screw in them"...
Otherwise, no. If all of them stayed home, the rest of the world would be a better place, and there would be no threat whatsoever.
