Well, you can't blame the democrats for using that tactic of "the plan is coming".
If they actually released a plan by which they could be judged, they know that immediately they too would be judged. If they don't have to be judged, then the only people that can be judged are the ones in power. Therefore, it's a lot easier to bash Bush and the republicans, who for the most part are setting the agenda. If the democrats were to have to explain an agenda, then Bush's numbers and the republicans numbers would automatically go up.
Eventually the democrats will have to disclose an agenda before the elections. Then they won't be able to just bash Bush and the republicans. They'll have to defend and explain their beliefs and agenda. There's no way that their agenda will be able to stand up to scrutiny. It's a lot easier to criticize than to actually perform.

Let us see now. The Libby trial isn't looking so good for the Dems and it turns out that they did know Jack. Peter Paul is moving forward in his suit. Just to name a few things.
On the other hand the Justice Department is actually investigating leaks of classified information, threatening to prosecute reporters and the President has authorized the release of those Iraqi documents seized during the initial push into Baghdad. If Stephen Hayes is correct these documents attest to the fact, among other things, that Saddam did in fact have a nuclear program going and did have WMDs up until only months before the invasion.
As we used to say on the diamond. Ducks are on the pond. W is at bat. Wouldn't be a bad time to go yard.
