Yes, and it's particularly shameful considering that they are BOTH involved in law enforcement and criminal justice....they deal with thugs like this all day, every day.  I'll bet they will quickly change their habits.  They're incredibly lucky this time.

Taking the keys with me when I gas up the stoatmobile is second nature (although I have to remove the keys because the gas cap key is on the same ring)

Even if the owner had the keys on him and the car was locked the child should NOT have been left alone. Anyone could have broken the window and kidnapped the child. To heck with the vehicle. These parents should have protected their child. If the car owner wasn't a cop, child protective services would have been called and the child possibly would be in a temporary foster home. These parents should have child endangerment charges against them. No exceptions for cops or their families.

In California, they would get a ticket for leaving the keys in the ignition. Then again, since they are LEO, they would probably get nothing, not even a warning.

Don't flame me about not supporting the police, I do. I'm just pointing out how things work in the real world.
