Many vehicle caps have a dash release,no need for a key locking cap. Those things are a pain,and I have had a half dozen!
However their shooting at the car does need review as the chance of disabling the driver over a vehicle speeding away from you is rather low for the average shooter. Not to mention the stray bullets.
I suppose aiming for the back window is the most likely to be effective since shattering glass is a plinkers way to get kicks.

They've never bothered me much, and I've always used BOTH when I've had a vehicle with a latching gas cap door.....those little doors seem pretty flimsy to me and easy to defeat by a standard-issue thug equipped with a standard-issue screwdriver.

Unless you're shooting at an angle to the glass in which case there's a good chance of ricochet and collateral damage.
