The UAE government generally follows a policy of tolerance toward non-Muslim religions and, in practice, does not interfere very much with their religious activities.

That still doesn't qualify as real freedom of religion...if Bibles are not allowed in the public areas or even talking to people about Jesus Christ leads to jail.
These were the points I think the author was trying to make when also speaking of lack of freedom of press and speech.
