I also think that most or some of these aircraft that accidentally fly into unauthorized space are "testing."

Not too long ago, I decided to Google the first boss I had when I got out of the Navy. He was a Naval reservist and lived in Harpers Ferry, WV. He'd fly down to Norfolk NAS once or twice a month.
The first result that came back was a story about how he'd accidentally flown into the Camp David airspace and was escorted to the nearest airport by a pair of F-16s.
