I always assumed an attack at the Sub Base would come from the water. Maybe the Coasties in New London scared them off.
I'd noticed during my tours there (and a couple of unfortunate port calls) that the Lower Base security boats were Johnny-on-the-Spot.
I don't know what this guy was thinking. No way he was getting on the Lower Base without lead poisoning and there's really not much on the Upper Base worth blowing up (unless you happened to be a student).
They can't get in that way now, shortly after 9/11, the entire lower base water access was surounded by huge floatsthat look like a string of suasages about 20 feet high floating in the water. that and security forces on the river with M-60s mounted, loaded and manned.
