If the Democrats don't want to vote on it, they can get Feingold to withdraw it. It's not necessary to play a cheesy political game.

Somewhere I read that Feingold did withdraw it. Then Spector and someone else tried to get him to debate it, but he supposedly refused to return to the floor.
