When the Town of Babylon installed global positioning system technology in most of its fleet of 250 vehicles in January, officials touted it as a way to improve efficiency...However, the system also is being used to monitor worker behavior -- a realization that has left town employees increasingly nervous.

I hate it when people say "efficiency" and mean "effectiveness". Efficiency is exactly what the city is monitoring, not that I'm necessarily in favor of it, it's just that this typically illiterate J-school grad is bitching about a bait-and-switch on the part of the city when he's just too dumb to understand what they said they were going to do. As far as the merits of the case, if the workers were real people I'd feel sorry for them, but as they're civil serpents and work for Big Brother, I vote for all the supervision money can buy.
