I don't think there's a chance in hell they could impeach but even if the House did like you said removal won't fly with the Senate. The intent the congress would hope for with such an act is to get Bush and Cheney to resign.

Well, neither Bush nor Cheney will resign...more likely the idea is to paralyze the administration so that they are powerless to do much of anything for the remaining two years of the term, and set things up to guarantee a Democratic victory in 2008.
