If that was the case, all president's since Carter should have been impeached.
Could have been impeached is more like it. But you have to get the votes to do it, without costing you at the next election.

The Socialists(Dems) have such a blind hatred for Pres. Bush they will go after him like they did to Newt Gingrich.
They went crazy when the unlikeable Newt Gingrich derailed their socialist agenda. They went after Gingrich through the press and conducted polls on his popularity as Speaker of the House, and kept hammering him until he resigned.
They have tried that with Bush, but it has taken 5 years to wear down his popularity.
