Jay Leno was just hitting the midway point in his late-night show when the state Senate reconvened to debate the largest bond measure in California history. The public works plan before senators Friday night was worth nearly $49 billion. That a debate over the future of California's highways, levees, schools, ports and mass transit systems took place after midnight with half the Legislature not even session is symbolic, but not favorably.
The Senate's leader, President Pro Tem Don Perata, D-Oakland, has tried to make public works financing a priority the past few years. That would seem to put him in step with Republican Gov. Arnold Schwarzenegger. Perata said that he, too, was frustrated that the Friday deadline to place a compromise measure on the June ballot had come and gone without an agreement. Democrats complain that Schwarzenegger didn't get serious about negotiating until the past week. The administration says it already has compromised by significantly lowering the amount of borrowing. Republican lawmakers complain that they haven't heard enough details, from either their leaders or the governor's office.
State Senator Tom McClintock is a Republican running for lieutenant governor on what the party has described as an informal ticket with Schwarzenegger. Yet there he was on the Senate floor criticizing the size of a spending plan that was $20 billion less than what Schwarzenegger had originally proposed. McClintock has built a reputation sounding the alarm on runaway spending, and much of his criticism of the Perata plan focused on how the money was to be spent too much, he said, on maintenance and equipment and not enough on actual construction. But his criticism about the sheer size of the proposed bond package illustrated the difficulty of Schwarzenegger, the Democrats and Republicans trying to reach a deal on such a complex issue.

Here in Orange County, I have yet to encounter a single conservative who plans to vote for Arnold again.
Fool me once...well, you know the rest of it.
This is what you mealy mouth moderates masquerading as CONservatives get for supporting THE LARDINATOR!!! (that does NOT include you ccg!!!) The rest of you know who you are... (hint) those of you foolishly trying desperately to lay a Dem victory off on righteous conservatives on this site!!!
None of us can do anything with this Trojan Horse's Ass!!!
"One of the most troubling aspects of this bill is that it leaves it up to a future vote of the legislature as to how much of the funds are spent, by a majority, not a two-thirds vote, of each house. This is wrong."
It's not only WRONG, it's probably unconstitutional, but what the hell do these clowns care about that???
Was that Arnold's Hummer Limo??? C'mon! Fess up!!!
Of course Arnold believes that Hitlery is right in her belief that "It takes a village to raise a child..." A GANG-GREEN, Liberal Demonicrat village, for sure!!! He's the Kindergarten Cop, don'tcha remmemer???
This is GovernMental EnvironMentalism GONE WILD WITH TAXPAYERS IN A BLINDING BLIZZARD OF BIZZARE BONDAGE!!!
Brought to you by Governor Suck Out ALL Your Future Equity Schwartznegger!!!
** As insiders gauge the depth of Governor Arnold Schwarzeneggers setback late last night/early this morning, talk turns to the internals of his operation. Voices in and around Schwarzworld say that very few to none on his gubernatorial staff have any real access to the action superstar now, and that it is basically "The Susan and Arnold Show." "Susan" being Susan Kennedy, the controversial Democrat Arnold picked as his chief of staff after his "Year of Reform" debacle last November."Its all about re-electing Arnold for her," says one, "and thats fine, but the Republicans needed to get things done are not coming along for the ride." Indeed, they appear quite annoyed. One legislator who was on Arnolds target list of likely votes groused about being given nothing other than a little memo when he asked what it was he was supposed to vote for.

"$100 million for California youth soccer."
$100 millones para el fútbol de la juventud de California.
¡Gracias por la clarificación!
So was Prop 57/58 until the WG hit upon the initiative concept which only requires a bare majority to do anything including increasing taxation.
Hopefully the Pacific Legal Foundation will bring suit against the State of California and force the initiative process to require a super-majority if taxation is involved.
Until that matter is reviewed, look for government to increasingly use the initiative and referendum process to tax. The people, however, still control their own fate. Simply vote NO
1) An initiative is a proposal for a new statute or constitutional provision that is wholly drafted by a citizen and voted on by the state electorate.
2) A petition referendum delays and puts up for vote a law passed by the legislature and signed by the governor.
3) A compulsory referendum is a constitutional amendment or a bond that 2/3 of the Assembly and Senate put on the ballot.
In review:
1) Initiative = people only
2) Petition Referendum = legislature + governor
3) Compulsory Referendum = 2/3 legislature
But, believe it or not, Prop 57/58 qualified as an initiative. So did Props 74,75,76 & 77. The "infrastructure pork barrel" however will not and that's where a handful of conservatives have both the liberal majority in the legislature and the liberal executive over a temporary barrel.
JUST VOTE NO and the legal definitions or the extra constitutional shenanigans don't matter.
Arnold seems determined to drive off what few conservatives may remain in his base. I don't think that's very many, so it probably doesn't make any difference.
But how dare you be so negative toward our god-like Governor (dripping sarcasm) and his perverse Demonicrat COS when we have FReepers nagging you and others here of the unpardonable sin of allowing an Angeliedes to possibly be elected via your NO voting negativity???
Consider this question permission to rant with your consistent, principled wisdom!!!
