YUSUFALI: Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued.

You do realize, of course, that this is tied to 9:28 where they pushed the unbelievers away from the Mosque at Madina , and 30,31,and 32 where they spell out what they consider the blasphemies that caused it.
You also realize that the fight was to institute a tax to make up for the loss of income caused by them being pushed away.
So it was not fight the unbelievers for not believing, it was fight them for being tax-evaders - they were setting themselves up as the IRS of their time.
