   (p) (1) One billion four hundred fifty million dollars
($1,450,000,000) to be deposited in the Affordable Housing Account,
which is hereby created in the fund. The money in the account shall
be continuously appropriated in accordance with the following
schedule:

(snip)

   (D) One hundred thirty-five million dollars ($135,000,000) shall
be transferred to the Joe Serna, Jr. Farmworker Housing Grant Fund to
be expended for farmworker housing programs authorized by Chapter
3.2 (commencing with Section 50517.5) of Part 2 of Division 31 of the
Health and Safety Code.

Housing for farmworkers.... they can't buy it themselves so Sacramento will buy it for them with our taxpayer dollars. This isn't something that benefits the public at large. Sistuh, this is a PRIVATE benefit and has NO PLACE in a public infrastructure plan.
