Congressional Republicans recently announced that the Congress will henceforth be managing relations with allies.
The newly-created Congressional Diplomacy Office will take over from the State Department, fielding its own diplomats such as Senator Charles E. Schumer (D-NY), who will work with foreign leaders to maintain and strengthen alliances. "Congress has long sought to micro-manage foreign policy, and the looming confrontation with a nuclear-armed Iran seems like a good place to start," said one source close to Republicans.

Foreign leaders are said to be wondering how soon they can meet with Hastert, Schumer, and other Congressional Diplomacy Office officials to find out whether arrangements they made with previous, executive branch diplomats would be honored. "There's some concern out there that various commitments made by U.S. military officials, diplomats, and even the President himself might not honored should push come to shove," the usual anonymous source said. Even experienced "U.S. hands" in the foreign embassies were caught off guard. "Most foreign diplomats didn't even know there was such a thing as the Congressional Diplomacy Office," the source said. "Now they're all trying to make up for lost time by inviting Senator Schumer and others in for tea."
Concerning Iran, Secretary of State Condoleezza Rice said Friday that the United States, Russia and other UN permanent security council members had agreed last month that a security council review would be the next step. "This kind of leaves Putin hanging out there," noted one analyst. "Putin assumed that the Secretary of State was speaking for the United States on this thing, and that may not be the case at all." It is not known whether President Putin has agreed to meet with Senator Schumer or House Speaker Hastert to finalize arrangements. This is a scrappleface right?? I thought it was illegal for unauthorized individuals or groups to negotiate on behalf of the United States. They need executive authorization for that.
What if congress negotiates a deal that the state department and the executive opposes... Isn't that a constitutional crisis? Wouldnt that be a possible cause for civil war?

Yeah redstate blog I think was a little mad at how it played out. So he did a little satire. Even though there is some truth in the underlying sentiment.
Is this not unconstitutional? Under the Constitution, the President of the United States determines U.S. foreign policy. Not the Congress, they only 'Advise and Consent' on appointments of ambassadors. They have no role in the conduct of foreign affairs. [Even the "work" done of Sen. Rockefeller in Syria and Rep. McDermott in Iraq was extra-constituional and therefore illegal. Does anyone else see that?]
If this happens we will be conducting two separate and different policies toward other nations.
I really wonder what wisdom lies in the US Congress, both the Senate and House of Representatives, on this fiasco.
