Your comment is meaningless. "trade capacity development" gives US taxpayer dollars to "free trade commissions" in foreign countries to spend on setting up industries SOLELY to compete with the US domestic industries. When we have been reduced to basket making and bead stringing here, our tax dollars will be used to set up competing basket making and bead stringing industry there. Until then they have been after the more lucrative industries, like IT, manufacturing, and high dollar agricultural products.
