I'm sure somebody (if not everybody) will correct me if I'm wrong here -- but it was my understanding that the insurgents were Iraqis and Al-Qaeda were foreign terrorists that came in after the war to take advantage of the chaos and kill Americans. If this is correct, it is not technically "insurgents vs. insurgents".

Indeed. There is NO SUCH THING as a "foreign insurgent". ONLY Iraqi citizens could be correctly designated as insurgents.
