It's not a terrorist attack if:
- only the perp is killed
- victims are one/two at a time (ala DC sniper)
- the perp isn't KNOWN to be affiliated with a terrorist network
- the government deems that it wasn't a terrorist attack
If only one plane had been involved on 9/11, it would have been sold as an unfortunate accident.

Exactly, because what I remember hearing on the news was that it was most likely an accident- until the second plane hit.
