Why is that funny?
I seem to recall a number of court cases recently where some representatives of the church were prosecuted for exactly that. I guess with this new policy they may be making amends.
He/She probably meant it was funny because of Cardinal Bernard Law and the issues of pedophile priests. By moving pedophile priests around the Catholic Church in Boston most certainly "placed children in a situation where they it was both harmful and immoral"
