His idea does follow conservation of energy.

If memory serves me right (when I read about this several years ago), this is basically an advanced form of solar energy. You take hydrogen out of the atmosphere, force the electrons into a lower orbit and capture the released energy. You then release the hydrogen into the atmosphere where it will absorb energy from sunlight so that its electron can return to its original orbit.
