Littleton put a small traffic circle or "roundabout" on a moderately traveled street a while back. Why, I don't know. It's a solution to a non-existant problem.
The roundabout you may have heard about is in nearby Parker, CO. That one is on a main street and in my opinion is a "Charlie Foxtrot" of the first order.
It seems to me, even though the reporter didn't bother to include the information, that this guy must park his trailer in the parking lot at work and then use it after work. Otherwise, if it was in his own yard it would be even less of their concern.
It says that he might offend the non-english speaking people he works with. Wouldn't he be equally offended working with people he can't understand and then made to feel inferior because of it?
As for the hat, if they are offended by that they need some serious counseling.
Seems to me that here in the suburbs of Minneapolis they were going to try a roundabout. Apparently the 4-way stop is too complex for some.

You need to understand government. The people can't handle a 4-way stop so they build a roundabout. Then pedestrians can't cross so they build a multi-zillion dollar, accessible pedestrian overpass or tunnel. This is done after a 10 year environmental impact study. During the study 385 pedestrians have died trying to cross the intersection.
So instead of controlling an intersection with $200.00 worth of stop signs, they spend millions. Keeps them employed

OK, I am confused(nothing new! lol). If the folks do not speak or read English, how can they be offended? After all, it is written in English so they wouldn't be able to read it and get offended. And, if they are able to speak/read English, they shouldn't be upset; they could do the same, advertise they speak English. Mmm
