If the policy covers replacement cost they only have to submit actual estimates to get settlement revised upward to cover market prices.I understand this is already happening in many cases.

Well you aren't here where people are fighting their insurance providers to give a fair payout. People need to repair their homes before any further damage happens yet they are still having problems getting the insurance companies to pay up what they had coverage on.
