If I found the first tobacco plant, and went to the government to get permission to sell this toxic, highly addictive and often lethal substance to the public, how far do you think I'd get?

Let's check with the government for everything and get its permission first.

Otherwise we might choose wrongly, because goodness knows we're not fit to decide things for ourselves.
