What one really needs is the direct, real-time reading of enemy's mind. Otherwise the bottleneck would be neither collection nor distribution, but the real-time analysis of gigantic information flows. Look at the NSA - and how long did it take them to assemble the 9/11 picture? And they have the analytical capacity in excess of what could be available to a mobile field HQ.
