A Republican candidate for a vacated congressional seat in southern California is proposing a ban on wire transfers by illegal aliens from the U.S. to Mexico.
The plan "will remove a major incentive for illegal immigration and increase national security," said Howard Kaloogian, a well-known California activist who launched the effort to recall Gov. Gray Davis.
Kaloogian is the front-runner for the San Diego-area congressional seat held by Republican Rep. Randy "Duke" Cunningham, who was sentenced last week to eight years in prison on corruption charges.

"[T]he Mexican government is making billions of dollars every year from illegal aliens who enter the U.S. illegally and then wire that money back to their families in Mexico," Kaloogian said Saturday at a news conference at the border.
The economy, he contended, bears the cost of illegal aliens, who pay no taxes but receive taxpayer-funded services.
"It's absurd that we continue to allow those who have broken the law by entering this nation illegally to then enjoy the benefit of collecting wages illegally and then sending those funds to a foreign nation," Kaloogian said.

The proposal, if adopted by Congress, would require anyone wiring money to Mexico to provide identification to financial institutions or wire-transfer operators to prove citizenship.

Kaloogian said past legislative proposals involving transfers by illegal aliens merely have imposed an extra fee.
The new proposal, he argued, "will establish leverage with foreign leaders such as Mexico's Vicente Fox who has sent a wink and a nod to their citizens to enter the United States illegally, collect wages that ad up to 10 times those paid in Mexico and then send those funds back to Mexico."
Claudia Garcia de Spencer, spokeswoman for the San Diego chapter of the Minutemen volunteer border patrol, spoke at the news conference in support of the proposal.
"Four and a half years after 9-11, our federal and state officials still refuse to confront threats allowing our borders to be breached thousands of times each day by foreigners," she said. "As a new citizen who followed the procedures and obeyed the rules, this (illegal immigration) is a shocking affront to me and is a slap in the face to all loyal Americans."
Kaloogian was a California state assemblyman from 1994 to 2000. He helped launch the pro-troops organization Move America Forward. His candidacy has received a variety of endorsements, including support from Focus on the Family founder James Dobson and former presidential candidate Steve Forbes, publisher of Forbes magazine.
A special election for Cunningham's congressional seat is scheduled April 11. If no candidate receives a 50 percent majority, run-off will take place between the expected Democrat candidate Carolyn [sic] Busby and the top Republican vote-getter.

I don't understand the Prohibition comment - as Prohibition dealt with banning alcohol, not enforcing laws against illegal possession by minors, or in this case, illegal alien activity in the United States.
A lot of people call illegals criminals, but I don't really agree. If you're a poor Mexican guy looking across the border, it must be abundantly clear to you that the gringos do not take their own immigration laws seriously. Americans are almost never prosecuted for hiring illegals, even by the hundreds. The worst that happens to an illegal who gets caught is that he gets shipped back across the border.
So, if we don't seem to take our own immigration laws seriously, why should they?
apparently quite a few judging by the number of check cashing places all over any metro area that charge that much and more just to cash a check. do this in conjunction with enforcing the border and we may be on to something.
Prohibition attempted to ban a market in certain goods, even though there was a significant percentage of the population that wanted to keep buying and selling goods in that market.
So, capitalism being what it is, a certain group (organized crime) decided to step in and keep the market going. People could still buy alcohol, but now the money ended up in the pocket of Al Capone, rather than Jack Daniels.
If the government tries to ban money wires by illegals, illegals will still end up wiring money. It's just that the modern version of Al Capone will end up taking a few percent of each such wire.
But as an illegal alien you aren't supposed to be here in the first place. This isn't like the availability of a product for legal citizens (alcohol). This is about restricting the wiring of money by illegal aliens to foreign nations. Should we change the laws and not crack down on terrorists who try to wire money to one another? We go after those funds transfers, but by your logic we could say that those who seek to go around the law will do so anyways. That just seems like a defeatist attitude to me?
That idea has much to recommend it.
During prohibition, alcohol wasn't supposed to be in the country, either. But there was a market for alcohol, just as there is a market for illegal labor.
My bigger point is that measures like this are aimed at hurting the supply of illegals. But we'll never fix the problem unless we reduce the demand for illegal labor. As long as the demand for something exists, there will always be a supply.
Of course the real source of the problem is our government intentionally had lax border enforcement for years to provide that cheap labor.
I was only half-kidding. Sure would be a big tax base - lol.
Strange,,, I remember reading just yesterday that Western Union was going out of business.... Not gonna be anymore wiring of telegraphs, monies or anything else. Just not profitable anymore.
Einie, Meanie, Minie, Moe...Which fake ID will they show?
Just think, we could use police decoys to nail those clerks, and open another job for illegals.
Illegals are fine with anybody that thinks they can get their hands on some of the money involved.
No money in my hands.
this would be foolish. right now the FEDS work closely with Western Union to "trace" funds. very helpful in getting to terrorists. if we make this illegal - the vast majority of people will find a way to send money home - illegally
Guess I'd better change my thinking and get with the times.
Didja say Ruth Buzzy??? That bich has a brick in her purse!!! Ever had the Ruth Buzzy treatment??? SheZamm!!!
Bring in a lot of E. Europeans give them land grants and business loans. Give Mexico a taste of their own medicine.
This is an idea that's long overdue. If you're not an illegal alien you have nothing to worry about.
The bottom line is that illegals aren't spending the money here. This just shows that they don't give a rip about assimilating in the U.S. - nope, it's all about supporting their esseys
back home.
Tax the H out of them, I say...
Every one of the 9/11 hijackers had 6 drivers licenses each from 6 different states With different names addresses and social security numbers on them all.Hell when i was just about to turn 19 i had a drivers license from a state i hadnt been to and still havent to this day that said i was 21 years old and could buy all the booze I wanted from any liquor store I went to.
I like what your saying but you gotta remember one thing. The guy that authorizes federal prosecutions is Alberto Gonfoxles who in his younger days was a member of laraza the mexican equivalent of the kkk he will never sign off on it in a million years
