I have not heard of any particularly onorous regulatory issues surrounding tarsands and oil shales in the United States.
What I have heard is a combination of limited reserves of the sand variety and massive ammounts of the shale that is not presently economically recoverable. The Oil Shale is a literal as you can take the squeezing blood for a stone metaphore.

You can't drill for regular oil even after you've found it in billion barrel amounts. Greens would outlaw civilization if they could, and fraidycat pols have about let them, by now. They need to be confronted and smashed - desperately.
