Recorders in classrooms have always been banned. Whether that can be enforced is another story. Doubt it's ever been tested in court.
Which classrooms?
I recorded my lectures during college, and nobody ever said anything, and I didn't ask for "permission". I had tendonitis, and couldn't write.
