No, but it only works with responsible people. Which is exactly where we need to get back to, i.e., people being responsible for themselves. We've seen over and over that gubmint simply cannot be all things to all people and it does this at great expense to the producers in our society. The State, Federal and local response to hurricane Katrina is the most recent example.
