You may want to read this which discusses what it means to "operato a port." You're unlikely to get the straight story from the partisans here. Which is unfortunate.

Your article makes it sound like they will operate the entire port, which directly contradicts this article which purports that (at least in New Orleans) 2000 feet out of 440 miles of port frontage would be owned and operated by DPW.
