Ever since it was revealed that the National Security Agency (NSA) was intercepting electronic communications by al Qaeda operatives into and out of the United States, controversy has swirled around the program. This portion of the NSA~Rs surveillance has been conducted without orders issued by the Foreign Intelligence Surveillance Act (FISA) court. But has FISA been violated? Is the September 18, 2001 Congressional authorization for the use of military force sufficient to authorize this program in accordance with FISA~Rs terms? Does the President have inherent constitutional authority to implement such a program? Or does Congress have the constitutional authority to prohibit the President~Rs use of electronic intercepts to monitor enemy communications during an armed conflict? The surveillance program also raises questions about the legitimate privacy expectations of the American people and how the Fourth Amendment applies in these circumstances. Should Congress amend FISA? What role should the courts play in overseeing this aspect of the war on terror?These are all fundamental issues, implicating constitutional governance, the rule of law, individual liberty, and the national security. The answers are complex.

Looks interesting. I marked my calendar to check and see if it's getting covered, although maybe they won't do it live but show it later.
The panel is sponsored by The Federalist Society, so I would expect it to have people taking all sides. They usually do a good job of finding articulate spokespeople.

I dug up brief views of each (except the moderator). Looks like the discussion would be well worth viewing, if one is interested in the subject in general. I hope the moderator quickly takes the discussion past "legal or not" and probes deeply into "where do we go from here?" and "why that way?"
It's pretty easy to figure out which side each of these speakers will take ...
