That's only partially true. They would have stoned her if she failed to cry out only if she were in a location where someone could've heard her. But if they were out in a field somewhere or outside the city she would not have been stoned.

It makes sense, because then a woman couldn't falsely accuse a man of raping her when the sex was consensual.

Actually it pertains to adultery too. Not in my or any sane persons mind should that be a capital offense.
